It is commonly assumed that low-mass primordial black holes cannot constitute a significant fraction of the dark matter in our universe due to their predicted short lifetimes from the conventional Hawking radiation and evaporation process. Assuming physical black holes are nonsingular--likely due to quantum gravity or other high-energy physics--we demonstrate that a large class of nonsingular black holes have finite evaporation temperatures. This can lead to slowly evaporating low-mass black holes or to remnant mass states that circumvent traditional evaporation constraints. (...) As a proof of concept, we explore the limiting curvature hypothesis and the evaporation process of a nonsingular black hole solution in two-dimensional dilaton gravity. We identify generic features of the radiation profile and compare them with known regular black holes, such as the Bardeen solution in four dimensions. Remnant masses are proportional to the fundamental length scale, and we argue that slowly evaporating low-mass nonsingular black holes, or remnants, are viable dark matter candidates. (shrink)

The spread of new information and communications technologies during the past two decades has helped reshape civic associations, political communities, and global relations. In the midst of the information revolution, we find that the speed of this technology-driven change has outpaced our understanding of its social and ethical effects. The moral dimensions of this new technology and its effects on social bonds need to be questioned and scrutinized: Should the Internet be understood as a new form of public space and (...) a source of public good? What are we to make of hackers? Does the Internet strengthen or weaken community? In The Internet in Public Life, essayists confront these and other important questions. This timely and necessary volume makes clear the need for a broader conversation about the effects of the Internet, and the questions raised by these seven essays highlight some of the most pressing issues at hand. We examined the effects of three different training conditions, all of which involve the motor system, on kindergarteners’ mental transformation skill. We focused on three main questions. First, we asked whether training that involves making a motor movement that is relevant to the mental transformation—either concretely through action or more abstractly through gestural movements that represent the action —resulted in greater gains than training using motor movements irrelevant to the mental transformation. We tested children prior to training, immediately after training, (...) and 1 week after training, and we found greater improvement in mental transformation skill in both the action and move-gesture training conditions than in the point-gesture condition, at both posttest and retest. Second, we asked whether the total gain made by retest differed depending on the abstractness of the movement-relevant training, and we found that it did not. Finally, we asked whether the time course of improvement differed for the two movement-relevant conditions, and we found that it did—gains in the action condition were realized immediately at posttest, with no further gains at retest; gains in the move-gesture condition were realized throughout, with comparable gains from pretest-to-posttest and from posttest-to-retest. Training that involves movement, whether concrete or abstract, can thus benefit children's mental transformation skill. However, the benefits unfold differently over time—the benefits of concrete training unfold immediately after training ; the benefits of more abstract training unfold in equal steps immediately after training and during the intervening week with no additional training. These findings have implications for the kinds of instruction that can best support spatial learning. (shrink)

We tested whether analogical training could help children learn a key principle of elementary engineering—namely, the use of a diagonal brace to stabilize a structure. The context for this learning was a construction activity at the Chicago Children's Museum, in which children and their families build a model skyscraper together. The results indicate that even a single brief analogical comparison can confer insight. The results also reveal conditions that support analogical learning.

Thomas & Karmiloff- Smith show that the assumption of residual normality does not hold in connectionist simulations, and argue that RN has been inappropriately applied to childhood disorders. We agree. However, we suggest that the RN hypothesis may never have been fully viable, either empirically or computationally.

In this article, we review approaches to modeling a connection between spatial and mathematical thinking across development. We critically evaluate the strengths and weaknesses of factor analyses, meta-analyses, and experimental literatures. We examine those studies that set out to describe the nature and number of spatial and mathematical skills and specific connections between these abilities, especially those that included children as participants. We also find evidence of strong spatial-mathematical connections and transfer from spatial interventions to mathematical understanding. Finally, we map (...) out the kinds of studies that could enhance our understanding of the mechanisms by which spatial and mathematical processing are connected and the principles by which mathematical outcomes could be enhanced through spatial training in educational settings. The proposal of Rips et al. is motivated by discontinuity and input claims. The discontinuity claim is that no continuity exists between early (nonverbal) numerical representations and natural number. The input claim is that particular experiences (e.g., cardinality-related talk and object-based activities) do not aid in natural number construction. We discuss reasons to doubt both claims in their strongest forms.

The Declaration of Helsinki and the Council of the International Organization of Medical Sciences provide guidance on standards of care and prevention in clinical trials. In the current and increasingly challenging research environment, the ethical status of a trial design depends not only on protection of participants, but also on social value, feasibility, and scientific validity. Using the example of a study assessing efficacy of a vaccine to prevent human papilloma virus in HIV-1 infected adolescent girls in low resource countries (...) without access to the vaccine, we compare several trial designs which rank lower on some criteria and higher on others, giving rise to difficult trade-offs. This case demonstrates the need for developing more nuanced guidance documents to help researchers balance these often conflicting criteria. (shrink)

Over the past two decades, we have seen an increase in the use of medical-legal partnerships in health-care and/or legal settings to address health disparities affecting vulnerable populations. MLPs increase medical teams' capacity to address social and environmental threats to patients' health, such as unsafe housing conditions, through partnership with legal professionals. Following the Preferred Reporting Items for Systematic Review and Meta-Analyses guidelines, we systematically reviewed observational studies published from January 1993-January 2016 to investigate the capacity of MLPs to address (...) legal and health disparities. We identified 13 articles for qualitative analysis from an initial pool of 355 records. The resulting pool of 13 articles revealed more information regarding the capacity of MLPs to address legal outcomes than their capacity to address health outcomes; only 4 studies directly addressed the impact of MLP intervention on patient wellbeing and/or patient utilization of healthcare services. We call for further evaluation/longitudinal studies that specifically address MLPs' short and long term effects upon patient health disparities. Finally, given the demonstrated capacity of MLPs to address unmet legal needs, and their evident potential in regards to improving health outcomes, we present the MLP model as a framework to address HIV-related legal and health disparities. Motivation: There is an ongoing search for definitive and reliable biomarkers to forecast or predict imminent seizure onset, but to date most research has been limited to EEG with sampling rates <1,000 Hz. High-frequency oscillations have gained acceptance as an indicator of epileptic tissue, but few have investigated the temporal properties of HFOs or their potential role as a predictor in seizure prediction. Here we evaluate time-varying trends in preictal HFO rates as a potential biomarker of seizure prediction.Methods: HFOs were (...) identified for all interictal and preictal periods with a validated automated detector in 27 patients who underwent intracranial EEG monitoring. We used LASSO logistic regression with several features of the HFO rate to distinguish preictal from interictal periods in each individual. We then tested these models with held-out data and evaluated their performance with the area-under-the-curve of their receiver-operating curve. Finally, we assessed the significance of these results using non-parametric statistical tests.Results: There was variability in the ability of HFOs to discern preictal from interictal states across our cohort. We identified a subset of 10 patients in whom the presence of the preictal state could be successfully predicted better than chance. For some of these individuals, average AUC in the held-out data reached higher than 0.80, which suggests that HFO rates can significantly differentiate preictal and interictal periods for certain patients.Significance: These findings show that temporal trends in HFO rate can predict the preictal state better than random chance in some individuals. Such promising results indicate that future prediction efforts would benefit from the inclusion of high-frequency information in their predictive models and technological architecture. (shrink)

Limitations of space dictate that we confine ourselves to Miss Stern's most salient comments. First, a preliminary point. Miss Stern says “Levin offers no argument” for why “e happened because of c” implicitly contains an explanatory description, while “c caused e” does not. But surely the remark that we often know that c caused e without knowing why c caused e is just such an argument. Our linguistic intuition suggests that we use the first locution in this case; Miss (...) Stern's evidently does not. Cases of non-diagnostic causal ascriptions do exist, and even ordinary language must provide for them; how it does so is a verbal dispute about English. (shrink)

A common response to the paradoxes of vagueness and truth is to introduce the truth-values “neither true nor false” or “both true and false” (or both). However, this infamously runs into trouble with higher-order vagueness or the revenge paradox. This, and other considerations, suggest iterating “both” and “neither”: as in “neither true nor neither true nor false.” We present a novel explication of iterating “both” and “neither.” Unlike previous approaches, each iteration will change the logic, and the logic in the (...) limit of iteration is an extension of paraconsistent quantum logic. Surprisingly, we obtain the same limit logic if we use (a) both and neither, (b) only neither, or (c) only neither applied to comparable truth-values. These results promise new and fruitful replies to the paradoxes of vagueness and truth. In Naming and Necessity, Kripke argues that clearly conceived (or imagined) scenarios that seem to be counterexamples to a posteriori identity theses can indeed count as evidence against them—but only if, after reflection on our understanding of their constituent terms and the relevant empirical facts, we find that they cannot be acceptably reconstrued as intuitions about something else. This makes trouble for phenomenalphysical identity statements such as ‘pain is C-fiber stimulation’, since most agree that such statements cannot be so reconstrued—and (...) thus some materialists reject Kripke’s account of the link between conceivability and possibility entirely. In my view, however, this is a mistake, since it impoverishes our resources for evaluating a posteriori modal claims;the better strategy for materialists is to show that phenomenal-physical identity statements comprise a special class of statements to which Kripke’s general strategy does not apply. In this paper I contribute to this project by examining, and challenging, Stephen Yablo’s (2005) general objections to Kripke’s strategy, and sketch a principled way to draw a distinction between phenomenal-physical identity statements and other a posteriori modal claims. The novel literally opens with the words of another: “Das Vergangene ist nicht tot; es ist nicht einmal vergangen,” a slightly altered translation of a line from Faulkner’s Requiem for a Nun: “The past is never dead. It’s not (...) even past.” 1 Lacking a proper opening and haunted by the specter of an unmastered and perhaps unmasterable past—of a “model childhood” spent in the East Prussian town of L. during the Third Reich, the text begins by questioning the very possibility of a clean break and a fresh start. This insistent question, raised in a variety of ways throughout the novel, is posed at the outset as a kind of textual stutter, as a perseverating question rehearsed from the beginning—and in lieu of simply beginning—as a series of false starts, as repeated attempts to start over, as a desperate struggle to restart a narrative paralyzed by the anticipation of difficulties still to come. “You lay aside stacks of tentatively filled pages, insert a fresh sheet in the typewriter, and start once again with Chapter 1. As in so many times during the last eighteen months, when you were forced to learn: the difficulties haven’t even begun [die Schwierigkeiten haben noch gar nicht angefangen].” 2 The temporal structure of this passage, found in the second paragraph of the novel, is worth commenting upon, for here the difficult question of how to begin seems to be folded back on itself, turned inside-out, as it were, and reposed as a question of difficulties that apparently have not yet even started. The purpose of this dissertation is to clarify the relationship between two traditions within analytic philosophy: the epistemologically-centered philosophy exemplified by C. I. Lewis and other logical empiricists; and the semantically-generated philosophy which derives from certain views of Frege and Russell and which is exemplified in Wittgenstein's Tractatus. Logical empiricists generate their views by pursuing concerns with justification and evidence; the early Wittgenstein generates his views by pursuing concerns with the nature of language. I argue, however, that although they develop (...) their views by pursuing wholly different, and perhaps apparently unrelated, initial concerns, the early Wittgenstein and logical empiricists arrive at conflicting, and not merely unrelated, philosophical positions. ;In particular, I argue that solely by accepting certain basic views of the nature of language, each of which either Frege or Russell accepts, Wittgenstein is led in his Tractatus to reject certain views--including views of the issue of scepticism and of the nature of sense-experience--which logical empiricists generate through their concerns with justification. In doing so, I seek not only to clarify the Tractatus as well as logical empiricism, but also to show that accepting either of these positions requires rejecting the other. ;I conclude by arguing that understanding the relationship between the Tractatus and logical empiricism helps to clarify the work of Donald Davidson, a recent philosopher who rejects logical empiricism. As opposed to certain other commentators , I argue that Davidson is best understood as rejecting logical empiricism, not because he somehow rejects traditional philosophy altogether, but rather because he pursues the same sorts of philosophical concerns with the nature of language which preoccupy the early Wittgenstein. David Stove's sarcastic dismissal of sociobiology rests on a false dilemma. Cuckoos lay their eggs in reed-warbler nests, and the large gape of cuckoo chicks so readily triggers the feeding reflex of the adult warbler that the warbler chicks go underfed. However, argues Stove, the cuckoos are ‘manipulating’ the warblers, getting them to feed cuckoo chicks, only if the cuckoos consciously intend their behaviour to have this effect: ‘The moon causally influences the tides, but it cannot manipulate them…. [C]ausal influence (...) plus resulting advantage are not enough to constitute manipulation. The causal influence must also be purposeful and intended.’. (shrink)

I argue that 'c' occurs extensionally in 'c caused e' and 'D' occurs extensionally in 'c caused e because c is D'. I claim that this has been insufficiently appreciated because the two contexts are often run together and because it has not been clear that the description D of c is among the referents of an explanatory argument. I argue as well that Hume's analysis of causation is consistent with taking causation to be a relation between single events, and (...) that even if events are eliminated as virtual entities, extensionality holds for all terms in the resulting context. The arts of rule cover the exercise of power by princes and popular sovereigns, but they range beyond the domain of government itself, extending to civil associations, political parties, and religious institutions. Making full use of political philosophy from a range of backgrounds, this festschrift for Harvey Mansfield recognizes that although the arts of rule are comprehensive, the best government is a limited one.

This paper examines the adequacy of an evolutionary-oriented notion of rationality—ecological rationality—that has recently been proposed in economics. Ecological rationality is concerned with what it is rational to do, and in this sense is a version of what philosophers call ‘practical rationality’. Indeed, the question of the adequacy of ecological rationality as it is understood in the paper, is the question of whether ecological rationality is a genuine notion of practical rationality. The paper first explicates and motivates the notion of (...) ecological rationality by (a) explicating the notion of practical rationality, (b) grounding ecological rationality in an evolutionary approach to the emotions which is mainly illustrated by the example of fear, and (c) outlining the reasons adduced in economics for generalizing ecological rationality beyond the emotions. The paper then argues that (d) the raison d’être of practical rationality is first and foremost a specific role it plays in the explanation of behavior, or in telling why it has occurred. Finally, based on (a)–(d), the paper argues that (e) ecological rationality lacks a constitutive feature of practical rationality—namely, normativity—which is related to the latter’s basic explanatory role, and thus cannot be considered a genuine notion of practical rationality. While the paper focuses on the economic version of ecological rationality, its conclusions apply just as well to other, related, versions of the ecological notion that have been proposed in biology and evolutionary psychology. A theoretical structure for multiattribute decision making is presented, based on a dynamical system for interactions in a neural network incorporating affective and rational variables. This enables modeling of problems that elude two prevailing economic decision theories: subjective expected utility theory and prospect theory. The network is unlike some that fit economic data by choosing optimal weights or coefficients within a predetermined mathematical framework. Rather, the framework itself is based on principles used elsewhere to model many other cognitive and behavioral (...) data, in a manner approximating how humans perform behavioral functions. Different, interconnected modules within the network encode (a) attributes of objects among which choices are made, (b) object categories, (c) and goals of the decision maker. An example is utilized to simulate the actual consumer choice between old and new versions of Coca-Cola. Potential applications are also discussed to market decisions involving negotiations between participants, such as international petroleum traders. (shrink)

For more than two decades, C. B. Macpherson has waged a relentless campaign to expose and critize the ‘possessive individualist’ assumptions of classical and liberal democratictheory. This new book —a collection of essays, including several not previously published —gives a clear focus to this campaign and provides the fullest expression to date of its positive side: the elaboration of a social philosophy incorporating liberal values but free from possessive individualist assumptions. What is defective in the assumptions is less the internal (...) theoretical problems they generate than that they have become historically outmoded. For Macpherson, liberal democracy is historically — even politically — inadequate, before it is theoretically inadequate. It is inadequate for us — now — because it rests on assumptions we no longer need, assumptions that have ceased to be historically progressive. However, liberal democracy is not, as surgeons would say, beyond operation. On Macpherson's view, nearly everything that is attractive in liberal theory can be salvaged. Harold Saxton Burr was a biologist working throughout the 1930s–1950s on an important set of problems related to biological organization and the origin of complex living forms. He was a profound thinker, suggesting a complementary focus on field concepts in addition to the emphasis on particle models and integrating concepts from physics and philosophy in his work. He developed innovations in electrophysiological technique and used them to perform a wide experimental survey of bioelectricity in normal and pathological growth. Here, I (...) briefly review his classic paper with philosopher F. S. C. Northrop, “The Electro-Dynamic Theory of Life,” in the context of advances in this field over the last few decades. Based on recent progress, it is now clear that Burr was a prescient and visionary thinker. His main hypothesis, that bioelectric gradients serve as prepatterns guiding morphogenesis, has been confirmed using modern molecular physiology, as have his ideas about the place of cancer and the nervous system in the question of biological organization. With limited technology but deep insight, he derived insights that anticipated many modern discoveries. Even more importantly, Burr’s view of bioelectricity as a convenient entry point for rigorous investigation of the broader question of self-organizing properties of life highlights a frontier of inquiry that awaits today’s researchers. Burr and Northrop’s “The Electro-Dynamic Theory of Life,” originally published in the Quarterly Review of Biology :322–333, 1935), is available as supplementary material in the online version of this essay. Gallin, Director of the Magnuson Clinical Center of the National Institutes of Health (NIH), convened a one-day "Conference on the Future of Clinical Bioethics at the National Institutes of Health Intramural Program." Conferees included NIH officials and a panel of consultants from bioethics programs around the nation.1 The subject was the future (...) of NIH's intramural bioethics program and specifically a vision of a new multi-component program, presented by Dr. Gallin, the first speaker. Dr. Harold Varmus, Director of NIH, was there to assure his support for Dr. Gallin's vision. This author, honored to be second speaker, was invited to sketch a brief history of bioethics at NIH. The present article reviews some of this history and then reports on Dr. Gallin's proposal, points of consensus among speakers and conferees, and the search for a Chief of the Clinical Bioethics Program.History of Bioethics at NIHIt is often said that NIH is a well-kept secret as the nation's leading biomedical research facility. Also, few people know that NIH has a long history in bioethics. Some key events in that history are shown in Figure 1, beginning with two that occurred prior to the birth of bioethics. NIH made an early policy response to protect human subjects of research and to find acceptable limits for scientific freedom. The Clinical Center (CC), a 550-bed research hospital, opened in 1953. A subcommittee of the Medical Board, the Clinical Research Committee (CRC), was formed for prior group review of all studies with normal volunteers. The traditional practice was for researchers themselves to decide when studies would begin, which subjects to recruit, and whether informed consent would be sought. The CRC intervention bit into this tradition. In addition, patient studies that posed significant risks or departed widely from medical practice were reviewed by referral from the Clinical Directors of the various Institutes. Was this CRC an early institutional review [End Page 355] board (IRB)? As a guest researcher, I was permitted to observe the CRCs meetings between 1966 and 1969. It functioned much like an IRB but had no community or non-scientist members. Other IRB-like review groups undoubtedly existed prior to the CRC. Robert Levine (personal communication, September 7, 1995) recalls that Beth Israel Hospital in Boston had one in 1938. In 1966, Surgeon-General William Stewart and NIH Director James Shannon issued a policy requiring local group review of all research involving human subjects before making an application for NIH peer review (Surgeon General 1966). The policy was the first in any nation to mandate ethics committees for clinical research. However, it did not apply to the NIH intramural program until Congress passed the National Research Act in 1974 (Public Law 93-348; 202, 88 Stat. 342, 1974). This lag permitted NIH intramural investigators the luxury of feeling above the norms imposed on ordinary mortals and guaranteed more resistance to the inevitable change to come. Downey, Hirschfeldt, LaForte, Nies and others have studied a similar structure, the K -degrees, where K is the prefix-free Kolmogorov complexity. A minimal pair of K -degrees was constructed by Csima and Montalbán. Of particular interest are the noncomputable trivial reals, first constructed by Solovay. We define a real to be (Km, K)-trivial if for some constant c, Km(α ↾ n) ≤ K(n)+c for all n. It is not known whether there is a Km-minimal real, but we show that any such real must be (Km, K)-trivial. Finally, we consider the monotone degrees of the computably enumerable (c.e.) and strongly computably enumerable (s.c.e.) reals. We show there is no minimal c.e. monotone degree and that Solovay reducibility does not imply monotone reducibility on the c.e. reals. We also show the s.c.e. monotone degrees contain an infinite antichain and a countable dense linear ordering. (shrink)

The editors of the series in which Plato's "Symposium" appears state that its constituent texts are to be "essays in criticism and interpretation that will do justice to the subtlety and complexity of the works under discussion" (vi). In the preface, Hunter identifies as his audience "those who have already read or are in the process of reading the Symposium" (ix).Plato's "Symposium" has much to offer to classics students and to the general reader. The book provides useful literary and cultural background regarding the conduct of Greek symposia (5–15). It is filled with valuable interpretive remarks, as for example when Hunter proposes that Alcibiades' depiction of Socrates "as a carved Silenus" instantiates a "common form of sympotic verbal game, the 'likeness'—'Why is X (usually one of the symposiasts) like Y (usually something nonhuman)?'" (5–6). Hunter's rich knowledge of Greek literature pays off in a range of ways, as for instance in his remarks on literary articulations of erôs (16–18). The volume's final chapter, on the history of the dialogue's reception, offers a number of figures and contexts on which to reflect.Hunter makes helpful observations regarding the seriocomic and special features of Plato's recourse to it (9–11), noting that, "in the attack upon the spoudaiogeloion, it is the spoudaiogeloion itself which is the principal weapon" (36). Hunter's orientation in this regard yields nuanced interpretations of the logoi of Pausanias and Eryximachus. Hunter observes helpfully that Aristophanes' encomium functions as "an example of a very familiar aspect of the technique of Aristophanic comedy, namely, the literalization of metaphorical language (as, for example, when 'weighing up' poetry becomes a matter of real weighing in the Frogs)" (65). In Hunter's view, Agathon's contribution, in turn, illustrates Plato's contention in the Gorgias that tragedy is a type of flattery (kolakeia). Drawing on Aristophanes' Women at the Thesmophoria, Hunter makes the useful suggestion that the comic poet's depiction "can... help to explain the extravagance of the Platonic character's speech" (76).While Plato's "Symposium" will also provide valuable background to students of philosophy, on its own the book does not do justice to Socrates' encomium, in particular the crucial "ascent passage" (210a–12a). A key point of contention among philosophical interpreters of the Symposium is whether one is to read the ascent passage as "inclusive" or "exclusive" regarding erôs as directed toward individuals. (For the formulation of the controversy in these terms, see J. M. E. Moravcsik, "Reason and Eros in the 'Ascent'-Passage of the Symposium," in Essays in Ancient Greek Philosophy, eds. Anton and Kustas [1971], 293.) The strongly exclusivist stance has had a number of exponents and is most famously associated with Gregory Vlastos (see "The Individual as an Object of Love in Plato," in Platonic Studies, 2nd ed. [1981], 31). For a contrasting view, one may consult, for example, John Brentlinger, according to whom "it does not follow from Plato's claim that we love persons (or anything else) because we believe them to be beautiful and good, that we really love the properties of beauty and goodness per se, and do not really love persons per se" (The "Symposium" of Plato [1970], 122; see also C. J. Rowe, Plato: "Symposium" [1998], 7). The problem that confronts us when we try to compare the structure of discourse and explanation in different domains of knowledge is that no one is an insider in more than one field, and insider information is essential. An observer who is not immersed in the practice of a particular scholarship and who wants to understand it is at the mercy of the practitioners. Yet those practitioners are themselves mystified by a largely unexamined communal myth of how scholarship is carried (...) on. R. G. Collingwood, although primarily a philosopher, was immersed in the community of historians and understood how history is done, so that he has had an immense influence on our ideas about historiography. Every historian knows The Idea of History.1 He was also a metaphysician, yet his influence on scientists’ understanding of nature, and of science, has been nil, and it is a rare scientist indeed who has ever heard of Collingwood or read The Idea of Nature.2 Collingwood’s views of the structure of science had to be constructed in large part from the elaborate fictions created by scientists and by an earlier generation of philosophers and historians of science who participated in the Baconian myth of the hypothetical-deductive scheme. 1. Recent epistemology has been notable for an emphasis, or a variety of emphases, upon the social dimension of knowledge. This has provided a corrective to the heavily individualist account of knowledge previously holding sway. It acknowledges the ways in which an individual is deeply indebted to the testimony of others for his or her cognitive endowments, both with respect to capacities and information. But the dominance of the individualist model was connected with a concern for the value of cognitive autonomy. (...) It is unclear how due recognition of the social dimension can allow for this value. It is argued here that there are ways of construing intellectual autonomy that not only can make it consistent with these new emphases but also respect its status as an epistemic concept. The author’s approach is contrasted with Alvin Goldman’s recent development of an approach to social knowledge via the idea of maximising truths. This seems to leave insufficient scope for intellectual character and autonomy.
